The Toolkit for Responsible Artificial Intelligence Innovation in Law Enforcement
Law enforcement agencies have taken their first steps with artificial intelligence (AI) in the recent decade. A transformative technology with immense potential, AI can support the work of law enforcement agencies, especially in a context where effective and efficient analysis of vast amounts of data is becoming more and more important. Its deployment in law enforcement is however sensitive and controversial. At the same time, law enforcement is largely operating in grey zones without operational guidance targeting their unique needs and requirements.
UNICRI’s Centre for Artificial Intelligence and Robotics and the INTERPOL Innovation Centre, supported financially by the European Union, have undertaken to fill this gap through the development of a Toolkit for Responsible AI Innovation in Law Enforcement. The Toolkit is intended to provide guidance and support for law enforcement agencies on the development, procurement and deployment of AI in their work.
Through the Toolkit, law enforcement agencies globally will have access to the knowledge and resources needed to enable them to tap into the positive potential of AI. By providing guidance on the principles, requirements and recommendations that underpin responsible AI in law enforcement, it is expected that the Toolkit will contribute to supporting law enforcement to make more informed decisions and prevent possible related risks.
Law enforcement is the primary target audience for the Toolkit and law enforcement agents will be the ultimate end users of the resources developed. At the same time, many different stakeholders play an important role in promoting responsible AI in law enforcement. As a result, the resources developed as part of the Toolkit will also cater for and be approachable by other stakeholders, including industry, academia, civil society and the general public.

To support INTERPOL and UNICRI in the elaboration of key aspects or issues pertaining to the development of the Toolkit, a Core Group of Experts was established in November 2020. This Core Group of Experts meets regularly in Virtual Discussion Rooms organized by INTERPOL and UNICRI. A series of stakeholder consultations also take place during the development process, engaging representatives from law enforcement agencies, industry, academia, judiciary and prosecutors, and human rights experts.
Complementing these actions, a parallel stream of work focused on public concerns will be implemented and the general public will also be invited to contribute to this process.
A training curriculum focused on responsible AI in law enforcement will be developed on the basis of the Toolkit. Pilot national training courses for law enforcement will be also organized to support operationalizing the Toolkit.
